Burn excess tokens from Inflation Offset Pool.
Vara runtime had a bug when the rewarded amount for submittion of solution in election-provider-multi-phase was minted without burning from the pool, so the total supply was increased.
This behavior has been fixed in https://github.com/gear-tech/gear/pull/3389.
