This referendum migrates the existing bridge VFTs to the new VFTManager:

The call updates the minter and burner authorities of the existing VFTs, queues registration of the new manager on Ethereum, and upgrades the old manager to the new program.

Existing VFT addresses, user balances, and token supplies remain unchanged. The new manager and bridge remain paused until all post-upgrade verification is complete.
